The "first-come, first-served" approach to photovoltaic power plant development will be halted. An official from the National Energy Administration emphasized: "It is strictly prohibited to indirectly expand the scale of photovoltaic power generation projects."

The 9th China (Wuxi) International New Energy Conference and Exhibition opened on the 2nd in Wuxi, Jiangsu Province. Li Chuangjun, Deputy Director of the New and Renewable Energy Division at the National Energy Administration, who attended the event, emphasized that in the future, efforts should be made to enhance the utilization of new energy sources. He also highlighted the need to establish a robust system for monitoring, early warning, and evaluating investments in wind and photovoltaic power generation. Specifically, regions receiving a "red" rating in photovoltaic power generation assessments will, in principle, not be allocated additional annual construction capacity for that year. Furthermore, any attempt to indirectly expand photovoltaic projects—such as prioritizing projects based on the "first-come, first-served" principle—will be strictly prohibited.
Li Chuangjun noted that, in recent years, thanks to the collective efforts of the entire industry, China has achieved remarkable global milestones in new energy development. The total capacity for developing and utilizing new and renewable energy sources has surged significantly, with hydropower, wind power, and photovoltaic power generation all consistently ranking first in the world for many consecutive years.
"In 2016, China's renewable energy consumption surpassed that of the United States for the first time, ranking as the world's No. 1 and accounting for roughly one-fifth of the global total." Li Chuanjun stated that China has now become the largest country in the world in terms of renewable energy utilization, setting an exemplary model for the global energy transition and the development and deployment of new energy technologies.
Meanwhile, China has established a comprehensive new-energy industry chain spanning across R&D, manufacturing, watch design, construction, and operations. Its wind turbine equipment, as well as the production capacities for polysilicon, silicon wafers, and photovoltaic cells, all rank first in the world. Among the top 10 global photovoltaic manufacturers, eight are from China; and out of the world’s top 10 wind-turbine manufacturers by shipment volume, four are also based in China.
"While acknowledging the achievements made in development, we also deeply recognize that China’s new energy sector still lacks balance and sufficient momentum—and falls far short of meeting the demands of the energy production and consumption revolution," Li Chuangjun stated at the conference. He emphasized that moving forward, it’s crucial to refine the mechanism guiding new-energy development and utilization targets, carefully manage the pace of growth in this sector, accelerate technological advancements and cost reductions, and strengthen the overall management system for the new-energy industry— all aimed at elevating the efficiency and scalability of renewable energy use.
Among these efforts, promoting technological advancement and reducing costs primarily involves enhancing industry quality and efficiency. This will be achieved by leveraging market competition to drive out weaker players, phasing out outdated production capacities, piloting grid parity for wind power, encouraging competitive resource allocation in photovoltaic (PV) projects, further raising the technical standards for "PV Leader" initiatives, fostering the adoption of cutting-edge technologies, and actively working to lower the overall costs of renewable energy—ultimately paving the way for wind and solar PV projects to achieve grid parity.
