Beijing Municipality “ Sunshine Project for Prosperity ” Implementation Plan (Trial)
( Draft for Soliciting Opinions )
To deeply implement the spirit of the 19th National Congress of the Communist Party of China, the concept of ecological civilization, and the series of important speeches on winning the battle against poverty, we will further carry out the "Opinions of the Municipal Party Committee and Municipal Government on Further Promoting Income Growth for Low-Income Farm Households and Development in Low-Income Villages" (Jing Fa [ 2016 〕 11 ), advancing the implementation of the "Beijing Municipality “ The 13th Five-Year Plan ” "Plan for the Development of New and Renewable Energy," which aims to promote high-quality development of new energy in rural areas, further expand the city's scale of new energy utilization, enhance the self-sufficiency capabilities of low-income farming households and villages, and ensure that income growth among low-income farmers outpaces the city-wide average for rural residents. To achieve these goals, the city will launch the "Sunshine Project for Rural Prosperity." Based on the city's specific conditions, the implementation plan is outlined below.
1. Fully recognize the significant importance of the Sunshine Wealth Creation Project
Photovoltaic power projects are clean, environmentally friendly, and technologically reliable, with short construction timelines and minimal labor requirements. They deliver rapid results, offering high, stable, and sustainable returns. In regions with abundant sunlight, these projects can be tailored to local conditions, helping low-income households boost their incomes—aligning perfectly with both targeted poverty alleviation goals and the nation’s strategic focus on clean, low-carbon energy development. This approach not only provides a steady income source for low-income farmers, especially those who are unable or only mildly capable of working, but also fosters the growth of village-level collective economies. Additionally, it plays a crucial role in expanding the photovoltaic market, promoting the adoption of clean energy, and optimizing the country’s overall energy mix. Ultimately, it ensures that fiscal aid funds are invested precisely where they’re needed most, maximizing the effectiveness of poverty alleviation efforts.
II. Objectives for the Work
