Those eye-catching big projects linked to Yin Cunqi
In recent years, driven by favorable policies and market dynamics, the photovoltaic industry has nurtured a group of highly competitive solar energy companies. At the same time, the industry's rapid expansion has inadvertently created a "breeding ground" for individuals from all walks of life to enter the sector. Amidst the waves of industry growth, various events and sensationalized stories have also emerged one after another.
Back in 2016, a news report about the South-to-North Water Diversion Project's photovoltaic initiative was widely shared across various media outlets, sparking lively discussions on social media—titled "South-to-North Water Diversion Project to Build 3-5 GW of Photovoltaic Power Plants." The article quoted Yin Cunqi, a senior new-energy development expert from China Huadian Group, who is heavily involved in the project's planning: "The proposed PV project under the South-to-North Water Diversion initiative has already received high praise from authoritative officials at the National Development and Reform Commission. Following the completion of a comprehensive feasibility study report, the first phase of the project will be officially approved and filed by the NDRC, with implementation rolling out across different provinces. We aim to kick off construction on select sections as early as the second half of 2017, with the entire project expected to wrap up by 2018."

In fact, in April 2016, the South-to-North Water Diversion Project Middle Route Mainline Engineering Construction Administration issued a tender announcement for the "Planning of Photovoltaic Power Generation Projects along the Middle Route Mainline," proposing to develop a 1 GW photovoltaic power project within the management area of the main engineering works. However, no further updates have been reported since that announcement. Earlier still, China General Nuclear Solar Energy had reportedly considered integrating photovoltaic power generation into the South-to-North Water Diversion Project. Yet, according to insiders at the time, "it’s almost impossible—two years ago, the South-to-North Water Diversion Office already indicated that such a scenario was highly unlikely. It’s unclear whether there have been any changes since then." When PV Miao reached out to relevant personnel at China Huadian Group for confirmation, they confirmed that Huadian Heavy Industry had indeed participated in the project’s initiation phase. Additionally, Huadian KeGong New Energy had previously collaborated on preliminary tasks related to the project. However, they admitted they were unfamiliar with the individual Yin Cunqi. Meanwhile, it’s been reported that the National Energy Administration has received absolutely no information about this particular project.
Soon after, Yin Cunqi’s name appeared again in news reports about Beijing Control Group and JD.com joining forces to build distributed photovoltaic power stations. This time, Yin Cunqi was featured as both a contributor and a project development consultant. According to Yin Cunqi, the project development consultant for the Beijing Control-JD.com collaboration, JD Group is leveraging its partnership with Beijing Control to repurpose unused rooftop spaces for clean energy projects—effectively enabling JD Group to reduce carbon emissions by 800,000 tons annually for society. This initiative not only reinforces JD Group’s reputation as a clean, responsible company committed to social responsibility but also sets a powerful example for other large enterprises eager to contribute to energy conservation, emission reduction, and poverty alleviation efforts nationwide.

Upon investigation, the company referred to in the article as having signed an agreement with JD.com is officially named "Beijing Clean Energy Holding Group Co., Ltd."—not the "Beijing Enterprises" (often mistakenly called "North Control") familiar to those in the photovoltaic industry. Additionally, PV professionals have found no relevant information about Beijing Clean Energy Holding Group Co., Ltd. online.
Meanwhile, PV-Monitors also confirmed with Beijing Enterprises Clean Energy that "Yin Cunqi" is not employed by the company. However, a senior executive does know Yin Cunqi, suggesting he may be an external partner of Beijing Enterprises. Additionally, the management team overseeing Beijing Enterprises' distributed photovoltaic projects was reportedly unaware of the collaboration with JD.com. Based on this information, it can be verified that the partner mentioned in the article—"JD Logistics Park Roof to Host 800MW PV Plant, Lease Revenue Allocated to Targeted Poverty Alleviation"—is not Beijing Enterprises Clean Energy.
Just recently, JD.com released a news announcement stating that it will partner with the World Wildlife Fund (WWF) to donate the revenue generated from its distributed photovoltaic projects to the WWF. Notably, Beijing Enterprises Group was not mentioned in this official announcement.
In a subsequent industry-breaking news story, Yin Cunqi’s employer once again became the Huadian Group. An article titled "Dong Mingzhu Enters the Home PV Market—Solar Industry in Uproar!" published by a leading industry media outlet highlighted how Yin Cunqi from Huadian Group has helped Gree Group develop a comprehensive system solution for the home PV market: “‘Gree Electric is essentially building an open platform that leverages its existing service channels and brand to welcome top-tier PV companies to join forces. At the same time, Gree is proactively encouraging competitors with comparable strengths—such as Haier and Midea—to participate in the competition…,’” explained Yin Cunqi of Huadian Group, who played a key role in delivering this holistic development strategy to Gree Group’s home PV business.

Via online searches, PV-Monitors discovered that the article was authored by "Zhou Li from Caijing Bao Dao," a financial news program under Xinhua News Agency. This program primarily features financial reports produced by Xinhua's video journalists, delivering the latest domestic and international economic news, as well as insightful analysis of trending financial topics in society. However, beyond their vastly different focuses, "Caijing Bao Dao" is strictly a video-based program—making it virtually unrelated to the content of the article in question.
The day after the article was published, Sina Finance's "Nengjian" team verified the information with an insider at Gree Group. The response they received was: "Seems plausible but not entirely accurate." The report also noted, "Gree has been closely engaging with the photovoltaic industry over the past few years and has been quietly making preparations—such as its earlier acquisition of Yinlong—but this latest news came as a surprise. To this day, it remains unclear who leaked these details. As of now, the company has yet to release any official comments on the matter."

Sina's Nengjianpai Debunks the News Report
Following this, Yin Cunqi turned his attention to photovoltaic poverty alleviation. First, he submitted a document titled "Suggestions for Implementing Photovoltaic Poverty Alleviation in Hebei Province," which the media noted as "Source: Proposal Drafted by Yin Cunqi of China Huadian Group."

Afterward, perhaps feeling that merely getting involved in Hebei’s photovoltaic poverty alleviation initiative wasn’t enough, they concocted another article titled “Corporate News: UN Accepts Huadian’s Yin Cunqi’s Global 300GW Photovoltaic Poverty Alleviation Proposal”—which was then forwarded by various media outlets unaware of the true story.

Is Yin Cunqi, who at one moment is a senior new-energy development expert at China Huadian Corporation and the next transforms into a project development consultant for Beijing Enterprises Group—exactly who is he, and which company does he actually work for?

Sogou Search returns over 10,000 results for "Yin Cunqi."
According to online searches, a March 2017 news report revealed that Yao Weihua, Director of Investment Banking at Zhongshan Securities; Zhang Houding, representative from Huawang Shares and manager of Shenzhen Haoshi Wealth Management Company; and Ma Fanjun, Vice President of Jinhai Steel Structure Group, visited Jinhai Steel Structure Group Corporation. During the meeting, they discussed the establishment of a modern construction and intelligent industry fund by Jinhai Group. Yin Cunqi, a prominent photovoltaic development expert and former representative of Beijing Enterprises Group, also attended the talks, along with Wei Xiaohan, Secretary-General of the Hunan Steel Structure Association.

Sources reveal that "Jinhai Group supports integrating new-energy photovoltaic elements into modern prefabricated building designs, creating synergies that deliver more than the sum of their parts—what we call a '1+1>2' effect. Meanwhile, leveraging its position as the leading organization of the Hunan Steel Structure Association, Jinhai Group annually assists Beijing Clean Energy Holding Co., Ltd. in securing 1 million square meters of prime rooftop resources suitable for distributed PV power stations." In fact, there is no such company as "Beijing Clean Energy Holding Co., Ltd."—the industry’s prominent power station investor, Beijing Enterprises Group, is officially known as "Beijing Enterprises Clean Energy Group."
Photovoltaic News also reached out to the Hunan Steel Structure Association, but Wei Xiaohan is not the association’s secretary-general—she’s merely an advisor. Photovoltaic News then contacted Wei Xiaohan directly, and she stated she wasn’t aware of Yin Cunqi’s current employer.
After extensive inquiries, sources reveal that Yin Cunqi previously worked at Zhengxin for three months in the photovoltaic power plant development business. "During his tenure, he helped with the Panjin, Liaoning project—but his expertise was limited. We’ve also heard he’s now working at a subsidiary of China Huadian, though we don’t know the specifics."
The growth of the photovoltaic industry has created numerous opportunities for professionals in the field, yet the uneven quality of personnel has also led to a flood of mixed and often unreliable information. As a result, discerning the authenticity of news has become an essential skill for anyone working in the PV sector. Moreover, this situation serves as a wake-up call for media outlets—after all, attention-grabbing headlines don’t always reflect the truth. Media organizations have a responsibility to rigorously verify information before publishing it, ensuring they don’t inadvertently mislead the industry.
